- Quorum: The number of legislators that must be present to do business.
(1) one (1) retired teacher;
(2) one (1) retired school administrator;
(3) two (2) members with accounting or finance background; and
(4) three (3) members from the general public.

(b) Members shall be appointed by I Maga’hågan Guåhan, subject to confirmation by I Liheslaturan Guåhan. Members shall serve a term of three (3) years.
(c) The Council shall each year elect a chairman and other officers as it deems necessary among its membership.
(d) Members of the Council shall be paid Fifty Dollars ($50) per meeting, not to exceed One Hundred Fifty Dollars ($150) per month.
(e) Clerical and administrative support shall be provided by the Guam Certification Office.
(f) The Council shall utilize the Office of the Attorney General of Guam as its legal counsel, unless the Attorney General, in writing, authorizes the Council to utilize private counsel.
(g) Four (4) members shall constitute a quorum.
(h) No member of the Council shall be an employee of a Guam Academy Charter School, to include any member sitting on the Board of Trustees.
