The provisions of this Chapter shall be administered by the Board of Regents of the University of Guam, and all awards provided by this Chapter shall be granted by the Board. The Board of Regents may delegate to the management of the University, its authority to administer the provisions of this Chapter, inclusive of authority granted under any Administrative Rules and Regulations, however, any exceptions or waivers as allowed by such Administrative Rules and Regulations must be approved by the Board of Regents and may not be delegated.
