Terms Used In 17 Guam Code Ann. § 15302

  • Entitlement: A Federal program or provision of law that requires payments to any person or unit of government that meets the eligibility criteria established by law. Entitlements constitute a binding obligation on the part of the Federal Government, and eligible recipients have legal recourse if the obligation is not fulfilled. Social Security and veterans' compensation and pensions are examples of entitlement programs.
udents entitled to merit awards pursuant to this Article shall receive the following benefits:

(a) Free tuition and fees to be paid by the Fund for a period of not more than four (4) years;

(b) An annual allowance of Six Thousand Dollars ($6,000) per year for room and board, textbooks and educational supplies to be disbursed monthly in accordance with regulations adopted by the Board.

(c) If attending a college or university outside of Guam, the cost of transportation for one (1) round trip between Guam and the college or university during the period of the award.

(d) The total benefits under this Section for attending a college or university outside of Guam pursuant to this § 15301 shall not exceed Fifteen Thousand Dollars ($15,000) per year, including the costs of tuition, fees, annual allowance and transportation.

(e) In the event that pursuant to subitems (1) or (3) of subsection (d) of this section, the recipient regained entitlement to his or her award, such recipient shall not be required to repay the amount awarded for that academic term in which the academic deficiency or failure to maintain full-time status occurred until after graduation, or other termination of studies for any other reason.
