(a) Recipients of awards under this Article (“”Fellows””), who are not receiving a government salary during their fellowship, shall receive a monthly stipend of Two Thousand Dollars ($2,000) for the fellowship, not to exceed four (4) years;

(b) Fellows shall have all costs for their tuition, fees and books covered, less any other awards which cover tuition, fees or book charges;

(c) Fellows will receive round-trip transportation from Guam to the institution where the Fellow will seek his or her degree;

(d) [Repealed.]
