Students eligible for loans pursuant to this Article shall receive the following benefits:
(a) Payment of tuition and fees for a period of not more than four (4) scholastic years.
(b) An annual grant loan of not more than Five Thousand Dollars ($5,000) per year to be disbursed in accordance with regulations adopted by the Board, such loans to be non-interest bearing except as to unpaid delinquent amounts. In no case shall the total amount loaned to a single individual under this subparagraph exceed the sum of Twenty Thousand Dollars ($20,000).
