To ensure this continuity and stability this Charter of the University of Guam may be amended only after a resolution signed by seven (7)
members of the Board request in writing Legislative approval of any such substantive amendment. No action shall be taken by Legislature unless and until a public hearing is held on the proposed Charter amendment.
