17 Guam Code Ann. § 21102
(a) To provide a constant reliable source of staple food at low cost; (b) To establish a tropical plant bank or germplasm to propagate
seedlings, grafts and cross breedings which scientists throughout the world
can use for information and research;
(c) To serve as a tropical plants research laboratory;
(d) To serve as a tropical plants experimental, educational and demonstration site;
(e) And to serve as a general attraction for visitors.
In carrying out the objectives above set for the Guam Tropical Plants Development Facility shall keep in mind that it is the finding of the Legislature that the overall objective shall be the development and

establishment of cash food crops which shall be rich in nutrients, hardy and easily cultivated.
The Guam Tropical Plants Development Facility is directed to focus its research capabilities upon such tropical plants as breadfruit, mangoes, avocados, citrus, pineapples, bananas, papaya and exotic crops and other plants as may assist the Facility in the accomplishment of its mission.
