The Director shall have the power to employ academic and non- academic personnel to be employed within the Facility subject to legislative appropriation. The Director is specifically encouraged to recruit for assistance in the accomplishment of the objectives of the Facility qualified scientists who during the basis of short-term employment may make significant contributions to the objectives of the Facility.
