(a) Notwithstanding any other provision within this Article, any person who has been employed on a permanent basis as a
peace officer on Guam prior to the enactment hereof and who is currently employed as a peace officer or was previously employed as a peace officer for at least ten (10) years prior to enactment hereof, may be certified as a peace officer by the Executive Director without having complied with § 51104 (b) and (c).

(b) Nothing in this Act shall be construed to exempt any peace officer from the provisions or requirements of civil service.

(c) An employing agency may establish qualifications and standards for hiring and training that exceed the minimum qualifications and standards set by the Commission.
