Notwithstanding any provisions of law to the contrary, the Department shall, as it deems necessary, augment, establish and maintain such programs
and services for youth as provided in Ԥ 20104, 20116 and 20117 of this
Chapter; provided that it shall not duplicate existing programs of other agencies of the government of Guam.
