The fourth Sunday of April in each year shall be known as Children and Youth Sunday and is made a special day during which people of Guam will consider the needs and accomplishments of the children and youth of Guam. The Governor of Guam shall issue a proclamation calling upon the people of Guam to observe such event and shall appoint a committee to plan and make appropriate arrangements for the observance of said day.
