The second (2nd) day in September of each year is officially declared as Ha’ånen I Manmanachu Siha Put I Taotao Tåno’ to recognize CHamorus and other members of our community that have advocated for the people of Guåhan. I Maga’håga/Maga’låhi (the Governor) shall issue a Proclamation annually calling upon the people of Guåhan to observe Ha’ånen I Manmanachu Siha Put I Taotao Tåno’. I Kumision I Fino’ CHamoru yan I Fina’nå’guen i Historia yan i Lina’la’ Taotao Tåno’ (the Commission on CHamoru Language and the Teaching of the History and Culture of the Indigenous People of Guam) shall plan and make appropriate arrangements for the observance of this day; and I Kumision may delegate such planning to any other appropriate entity.
