The Compacts of Free Association between the United States and the various freely associated states has had undeniable fiscal impact upon the people and Island of Guam. The existing compacts were negotiated without input or involvement from the people of Guam. As the current compacts expire, it is vital that the voice of Guam be heard and that representatives from Guam participate in the process, whether invited to or not.
