accord with § 11101 of Title 2, Guam Code Ann., the Legislature shall annually cause an audit to be made by an independent audit firm, at least one of whose members is a certified public accountant, of all accounts and financial transactions of the Commission, which audit shall be under the direction and supervision of the Legislature.”
