(a) Certificate. A Certificate of Award shall indicate the following information, including, but not limited to: the name of the Award recipient, the disaster or emergency event he or she participated in, the date of their participation, and the date the Award was issued.

(b) Military (Active, Reserve, National Guard). The Governor may cause to design a ribbon that a military member can wear on their uniform while on Guam. This ribbon, along with the certificate, shall be presented to the recipient by the Governor or his or her designee.

(c) Government of Guam Uniformed Personnel. The Governor may cause to design a ribbon that a uniformed officer shall wear on their Class A and Class B uniforms. This ribbon, along with certificate, shall be presented to the recipient by the Governor or his or her designee.
(d) Non-uniformed Government of Guam Personnel and Non-Government of Guam Civilians. The Governor may cause to design a lapel pin that the recipient can wear at any time. This lapel pin, along with the certificate, shall be presented to the recipient by the Governor or his or her designee.
