Terms Used In 21 Guam Code Ann. § 61611

  • Appeal: A request made after a trial, asking another court (usually the court of appeals) to decide whether the trial was conducted properly. To make such a request is "to appeal" or "to take an appeal." One who appeals is called the appellant.
A complainant, or any person in receipt of a notice of violation who wishes to, may, within 10 working days, appeal the determination of finding(s), or lack of findings by the Director of
the Department of Public Works, and may file such appeal and submit to the Guam Land Use Commission who shall exercise its powers pursuant to Article 6 of Chapter 61 of Title 21, Guam Code Ann.. The payment of fines and the revocation of occupancy certificate shall be stayed during appeals, but monetary fines shall continue to accrue.
