e Director is authorized to grant permits to individuals or groups to establish concessions on or otherwise use any part of the Guam Territorial Park System, the fees for which shall be deposited in the Parks Fund; provided, that any person or group granted such a permit shall not be required to give bond or obtain products liability insurance or personal injury liability insurance.
