- Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.
There is hereby created within the territory of Guam, a Guam Ecology Corps which shall be governed by a Guam Ecology Council consisting of five (5) members who shall be appointed by the Governor with the advice and consent of the Legislature. A Chairman shall be selected by a majority of the membership of the Council. Members shall represent the community at large and the Director of the Department of Land Management shall be an ex-officio non-voting member of the Council and shall serve as its secretary.

§ 78102.1 Compensation of Council.
Every member of the Council shall receive compensation at the rate of Fifty Dollars ($50) for each attendance at the meeting of the Council, provided, however, that no members shall receive more than One Hundred Dollars ($100) per month.
