The Military Order of the Purple Heart, Guam Chapter 1315, is hereby authorized to erect, adjacent to the Purple Heart Memorial Monument at the Skinner Plaza in the municipality of Hagåtña, the “”Guam Pacific Island Gold Star Families Memorial Monument”” in honor of the families whose sons or daughters paid the ultimate sacrifice in service of Guam and the United States; provided, that the Guam Pacific Island Gold Star Families Memorial Monument does not occupy more than twenty feet (20′) in length and twenty feet (20′) in width of the Skinner Plaza; the Military Order of the Purple Heart, Guam Chapter 1315, submits to I Liheslaturan Guåhan the plan and design of the monument for legislative approval by statute or resolution; and the Government of Guam shall not be liable or responsible for any expenses related to the construction of the monument authorized herein.
