22 Guam Code Ann. § 1212
(1) Further, the Division of Occupational Safety and Health shall be responsible for distributing to employers in Guam information regarding any occupational safety and health standards and the duties of the employer with respect to reporting to the Department all information required to assist the Department in administering and enforcing such occupational safety and health standards.
(2) The Division of Occupational Safety and Health shall be responsible for assisting in the preparation of any reports the Department is required to file with the United States Department of Labor. In this connection, the Director shall make such reports to the Secretary of Labor in accordance with 29 C.F.R. part 1902.3(L), and as the Secretary shall from time to time require.
(3) Finally, the Director shall provide for the establish- ment and supervision of programs to encourage voluntary compliance by employers and employees by such means as conducting training and consultation with employers and employees.
(b) The Director may appoint an Industrial Hygienist, a Safety Officer, Safety Inspectors, an Administrative Assistant, and such additional officers and personnel in the Division of Occupational Safety and Health as may be required to perform its functions. Such officers and personnel shall have full authority to act in the name of the Director to the extent authorized by him.
