The Department of Labor shall impose a penalty of not less than One Thousand Dollars ($1,000) or more than Twenty-five Thousand Dollars ($25,000) and disbarment from employing any aliens under any of the non-immigrant worker programs for a period of two (2) years plus back wages on any employer found
