- Statute: A law passed by a legislature.
Any bill containing an appropriation from a revolving or other special revenue fund for a purpose other than those purposes established by statute for the source of the revolving or other special revenue fund, shall cite the specific enabling statute of that fund from the Guam Code Annotated from which the appropriation is being funded, and shall contain a clear statement that the bill seeks to appropriate funds for a purpose that is not consistent with the stated statutory purposes of the fund source.
