The Legislature is authorized to join, as a participating member, the Conference of State Legislative Leaders, or its successor. Members of the Legislature may serve as officers of said conference, which is an organization composed of the leaders of the legislative bodies of the States and territories of the United States, the Legislature finding that its partici- pation therein would be of public benefit; provided, however, that in sending delegations from the Legislature to the annual meeting of said conference, the members of the Legislature who attend any meeting shall be determined by legislative resolution.
