Under the Guam Code, punishments for crimes depend on the classification. In the case of this section:Class | Prison | Fine |

felony of the third degree | up to 5 years | up to $5,000 |
y person is guilty of a felony of the third degree who at any election: (a) knows that a person who has not been appointed and qualified
acts as a member of a precinct board; or
acts as a member of a precinct board; or
(b) knows that a person is not a member of a precinct board but who performs or discharges any of the duties of a member of a precinct board in regards to the handling, counting or canvassing of any ballots.
