e Department may seek spousal support on behalf of any custodial spouse who is eligible for its assistance under the terms of § 454(6) of the Social Security Act by using the wage assignment procedures and other Guam laws dealing with child support. It may also
charge any such spouse who is not receiving public assistance a flat fee of Twenty-five Dollars ($25) when it initiates proceedings on behalf of
such spouse.
