licensing body shall suspend the license of a non-custodial parent who has been certified as being in non-compliance with a court order of support, and may not issue or renew the license of a non-custodial parent who has been certified as being in non-compliance with a court order of support or payment agreement, until the non-custodial parent or the Department provides the licensing body with written confirmation from the Department or the Superior Court of Guam that the non-custodial parent is in compliance with the court order.
