School bus shelters shall be placed at necessary places within each of the 19 municipal districts of the Territory and such placement shall be in accordance with the decision of each municipal council, subject to the availability of funds and requirements of public safety as determined by the Chief of Police and Director of Public Works and the President of the Mayors’ Council. Once placed, school bus shelters shall not be removed, dismantled, or relocated without the consent of the village council of the municipal district involved.
