This Act shall take effect immediately upon enactment, but the Governor may postpone the actual transfer of all or a portion of such functions to be transferred by this law until such time as the organization provided for can be put in full force and effect but not later than January 1979. Except as otherwise provided herein, all officers, their subordinates and employees whose functions are covered by this Act, shall continue to perform their duties from the date this Act takes effect.

§ 40133. Establishment and Use of the Agana Heights
Gymnasium Fund.

There is established, separate and apart from any other government fund, an Agana Heights Gymnasium Revolving Fund. The Agana Heights Municipal Planning Council is authorized to establish, charge, collect and approve money for the use of the Agana Heights village gymnasium. The Fund shall be
used for personnel, operations, and maintenance of the Agana Heights Gymnasium. The Agana Heights Mayor shall be the custodian and certifying officer of the Fund.
