The Education Agency shall be responsible for the connection and payment of all utilities, including, without limitation, power, water, sewer, telephone and cable of the Education Facility. Capital maintenance and repair shall be performed by the Contractor as provided for in 5 Guam Code Ann. § 58110. Routine maintenance, repair and upkeep shall be the responsibility of the Education Agency and/or the Contractor, as provided by the terms of the Contract.
