e Public Safety Agency shall be responsible for the connection and payment of all utilities, including without limitation, power, water, sewer, telephone and cable. Capital maintenance and repair shall be performed by the Contractor as provided for in 5 Guam Code Ann. § 59109. Routine maintenance, repair and upkeep shall be the responsibility of the Public Safety Agency and/or the Contractor, as may be provided by the terms of the contract.
