owner of livestock, except poultry, desiring to slaughter such livestock for meat for private human consumption may request the services of an inspector from the Director for the purpose of inspecting such livestock. Such inspection shall be made without charge, and the recommendations of the inspection shall not be binding on the owner, except that if an animal is found to have a communicable disease, it shall be condemned for human consumption.
