e Collector may cause an examination to be made of the baggage of any person arriving in Guam from a point outside the United States of America, including the Commonwealth of the Northern Mariana Islands, in order to ascertain what articles are contained therein and whether prohibited, notwithstanding a declaration and entry therefor has been made.

COURT DECISIONS: Guam v. Sugiyama, Skopil, J., concurring, finds that the Governor, by Memorandum 33-52, supplemented this provision of the law by authorizing, in addition, searches of one’s person as well as of the baggage.
