- Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.
The Board shall be composed of seven (7) members, to be appointed by I Maga’lahi with the advice and consent of I Liheslaturan Guåhan. Of the appointed members, one (1) member shall be a full-time student, in compliance with 4 Guam Code Ann. § 2105.1; at least one (1) shall be employed as a librarian throughout the term of appointment; at least one (1) shall be a classroom
