- interoperable communications: means the ability of first responder and emergency management agencies to communicate with one another via communication systems, including exchanging voice and data with one another on demand, in real time, when needed, and as authorized. There is established within the department of law enforcement for administrative purposes the statewide interoperable communications executive committee.
