- Answer: The formal written statement by a defendant responding to a civil complaint and setting forth the grounds for defense.
- Owner: means a person, other than a lien holder, having the property in or title to a vehicle. See Hawaii Revised Statutes 291C-1

If a violator of this part does not return an answer in response to a summons or citation within a period of fourteen days upon receipt of the summons or citation, the traffic and emergency period violations bureau shall issue to the registered owner of the vehicle a penal summons ordering the registered owner’s appearance in court.
