The commissioner may adopt reasonable rules in accordance with chapter 91, as are necessary or proper to identify specific methods of competition or acts or practices which are prohibited by § 431:13-103 or 431:13-104, but the rules shall not enlarge upon or extend the provisions of § 431:13-103 or 431:13-104.
