Whenever a county owns any real property upon which is located any building or buildings owned by the state of Idaho, the board of county commissioners, if they shall deem it desirable and for the general welfare and benefit of the people of the county and in the interests of the county, may convey such real property to the state of Idaho without previous notice by advertisement or otherwise and with or without compensation, whether it shall have been acquired by tax deed or otherwise. The execution and delivery of the deed so conveying such property to the state shall operate to discharge and cancel any and all previous levies, liens, taxes and special assessments made or created for the benefit of the state, county, school district or other taxing unit and to cancel all titles or claims of title including claims of redemption to such real property asserted or existing at the time of such conveyance.
