- Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
- Business: means any company, partnership, firm, sole proprietorship, association, corporation, organization, or other legal entity, or a representative of the foregoing entities. See Idaho Code 39-5702

Idaho Code 39-5702Delivery service: means any person who is engaged in the commercial delivery of letters, packages or other containers. See Idaho Code 39-5702 Department: means the state department of health and welfare or its duly authorized representative. See Idaho Code 39-5702 Distribute: means to give, deliver, sell, offer to give, offer to deliver, offer to sell or cause any person to do the same or hire any person to do the same. Permit: means a permit issued by the department for the sale or distribution of tobacco products or electronic smoking devices. See Idaho Code 39-5702 Permittee: means the holder of a valid permit for the sale or distribution of tobacco products or electronic smoking devices. See Idaho Code 39-5702 person: includes a corporation as well as a natural person;
