- Council: means the Idaho state council for the deaf and hard of hearing. See Idaho Code 67-7302
- Deaf: includes several kinds of deafness: prelingually deaf, postlingually deaf and deafened as defined by the Gallaudet university study on hearing loss. See Idaho Code 67-7302
- Ex officio: Literally, by virtue of one's office.
- Hard of hearing: means those persons whose hearing is diminished to an extent that makes hearing difficult but does not preclude the understanding of spoken communication through the ear alone, with or without a hearing aid. See Idaho Code 67-7302
- person: includes a corporation as well as a natural person;
