Sec. 130.
Order or certified copy; prima facie proof.
An order or certified copy thereof, over the seal of the Department and purporting to be signed by the Director, is prima facie proof that:
(a) The signature is the genuine signature of the Director;
(b) The Director is duly appointed and qualified; and
(c) The Board and the members thereof are qualified to act.
