The Department shall develop a policy which ensures the safety of pedestrians and cyclists on roadways within this State. The policy shall provide that improvements will be made during routine maintenance and within a distance of 500 feet of the maintenance work to any State roads within a municipality to include, but not be limited to, high visibility signage, crosswalk improvements, curb bump outs, barrier protected bike lanes, and bus shelters.
     Beginning January 1, 2024, the Department shall provide a semi-annual report to the General Assembly on pedestrian and bicycle safety improvements on non-highway State routes that have been initiated, are in progress, or are recently completed. The Department shall provide the reports every June 30th and January 1st thereafter.
