The General Assembly finds and declares:
(1) That computing and communications technologies
(1) That computing and communications technologies
are essential for sustaining economic competitiveness and fostering the educational vitality of this State.

(2) That there is an established need for a
telecommunications infrastructure that will provide high-speed, reliable, and cost-effective digital connections throughout the State.

(3) That a network is required that will deliver
educational programs, advanced training, and access to the growing global wealth of information services to citizens in all parts of this State.

(4) That the State and communication providers shall
continue to collaborate to deliver communications links to anchor institutions in Illinois.

Terms Used In Illinois Compiled Statutes 20 ILCS 3921/5
- State: when applied to different parts of the United States, may be construed to include the District of Columbia and the several territories, and the words "United States" may be construed to include the said district and territories. See Illinois Compiled Statutes 5 ILCS 70/1.14
