- Complaint: A written statement by the plaintiff stating the wrongs allegedly committed by the defendant.

The notice of hearing, complaint, and all other documents in the nature of pleadings, written motions filed in the proceedings, the transcript of testimony, the report of the Board, and the order of the Department shall be the record of the proceeding.
