(a) Report. No later than September 1 of each year, the workgroup shall issue a report that includes the following:
         (1) A summary of actions taken and outcomes obtained
    
by the workgroup in fulfilling its duties under Section 95-303.
        (2) Progress made on reducing poverty and economic
    
insecurity in this State, including policies or procedures implemented to reduce or eliminate the cycle of poverty and intergenerational poverty as a result of the data collected by the workgroup.
        (3) Relevant data assessing the scope and depth of
    
intergenerational poverty in this State.
        (4) A 20-year history of poverty rates in this State
    
with focus on any reduction or increase in the rates during the previous 10 years and since the inception of the workgroup.
        (5) Any recommendations for legislative or regulatory
    
action to adopt or repeal laws, policies, or procedures to further the goal of eliminating poverty and economic insecurity in this State.
    (b) Distribution. The workgroup shall distribute the report created under subsection (a) as follows:
