As used in this Act:
“Board” means a volunteer board or commission of a governing or administrative body of a unit of local government.
“Member” means an appointed member of a board serving without compensation, other than reimbursement for actual expenses. “Member” does not include an individual who is appointed to fill a vacancy on an elected board of a unit of local government.

- individual: shall include every infant member of the species homo sapiens who is born alive at any stage of development. See Illinois Compiled Statutes 5 ILCS 70/1.36
