Terms Used In Illinois Compiled Statutes 65 ILCS 5/4-5-13

  • Contract: A legal written agreement that becomes binding when signed.
  • Franchise: includes every special privilege or right in the streets, alleys, highways, bridges, subways, viaducts, air, waters, public places, and other public property that does not belong to the citizens generally by common right, whether granted by the State or the city or village.   • municipality: means either city or village. See Illinois Compiled Statutes 65 ILCS 5/4-1-2
     Every ordinance or resolution appropriating any money, or ordering any street improvement or sewer, or making or authorizing the making of any contract, or granting any franchise, right, or license to occupy or use the streets, alleys, highways, bridges, viaducts, public property, or public places in the municipality for any purpose, shall remain on file with the municipal clerk for public inspection, in the form in which it is finally passed, at least one week before the final passage thereof.
