Sec. 4. The amount derived from the calculation under section 2(b) of this chapter or, in the case of Marion County for calendar year 2019, calendar year 2020, and calendar year 2021, the calculation under section 2(c) of this chapter represents the combined maximum appropriation to all centers serving the particular county. The allotment to each center shall be apportioned according to the proportion of:
(2) the total population of the county.
(1) the county’s population residing in the primary service area of each center that is certified by the division of mental health and addiction to serve the county; to
