Sec. 130.2. “Motor vehicle manufacturer”, for purposes of this chapter, means a person that is engaged in the business of manufacturing or assembling new motor vehicles for sale to any of the following:

(1) Dealers.

(2) Wholesale dealers.

(3) Distributors.

(4) The general public.
