Sec. 1. This chapter applies to two (2) districts:
(2) that are located in a county having a population of more than four hundred thousand (400,000) and less than seven hundred thousand (700,000); and
(1) where at least part of the external boundaries of the two (2) districts coincide;

- Population: has the meaning set forth in Indiana Code 1-1-4-5
(3) where the territory of each district contains part of the same town.
