Sec. 33. Not later than November 1, 2024, the secretary of education shall prepare and submit to the general assembly in an electronic format under IC 5-14-6 a plan to establish a pilot program that encompasses innovative approaches for increasing transportation of students enrolled at a:

(1) public school, including a charter school; or

(2) nonpublic school with at least one (1) employee;

to travel to and from a school or other learning opportunities in a safe and efficient manner.
